The 55% jump in buyer penetration is a direct reflection of Germany's post-reform cannabis market, and it helps explain why online pharmacy is the [fastest-growing e-commerce vertical in Germany](slug:pharmacy-electronics-share-shift-germany-2026) in 2026. ## After the Cannabis Act: telemedicine at scale Germany's Cannabis Act of April 2024 removed medical cannabis from narcotics classification, dramatically reducing the administrative burden on prescribing doctors and enabling telemedicine platforms to handle prescriptions fully online. The impact was rapid: medical cannabis prescriptions surged roughly 3,300% between March 2024 and December 2025, and German imports of medical cannabis flower nearly tripled from 73 tonnes in 2024 to 201 tonnes in 2025. The market was valued at roughly €1 billion in 2025 and is projected to reach €1.15 billion in 2026. Falling prices — the average per-gram pharmacy cost dropped from €8.33 in January 2025 to €5.23 by December — also lowered the barrier for new buyers. Regulatory risk remains: Germany's federal government approved a draft amendment in late 2025 that would restrict telemedicine prescriptions and ban mail-order delivery, though as of late 2026 the final law has not been passed. ## Chart Grouped bar chart showing the share of German online health-care shoppers who purchased medical cannabis, comparing Jan–Oct 2025 (4.7%) with Jan–Oct 2026 (7.3%). Each bar includes a confidence interval. The 2026 bar is visibly taller, representing a 55% increase in buyer penetration. ## Methodology The base population for each period is German online shoppers who purchased at least one health-care item between January and October of the respective year. Within this group, the share who also purchased medical cannabis online is measured using the same purchase sources — email order confirmations, Amazon exports, and browsing-inferred checkouts. Both numerator and denominator draw from identical data sources, so any changes in email data coverage affect both sides equally, preserving the validity of the share comparison. Estimates are weighted to represent the German online population by age, gender, region, education, and income. ## Citation General Evidence (2026-11-04). *Medical Cannabis Online Buyers in Germany*.
